Minister of Interior seeks security cooperation with Italy
Minister of Interior Fathi Pashagha called on the Italian government to cooperate with Libya and provide direct support in the fields of training and rehabilitation of security cadres of the ministry.
The minister’s remarks came during a meeting in Tripoli with a high-level Italian delegation headed by the Director of the Department of Political Affairs of the Italian Ministry of Foreign Affairs, where both sides addressed a number of issues of common concern that will serve the interest of both countries, according to the Libyan Interior Ministry’s Facebook
Human rights delegation of UNSMIL visits Jdaida prison in Tripoli
A human rights team from the United Nations Support Mission in Libya (UNSMIL) conducted a visit to Jdaida main prison in Tripoli, on Monday, Ministry of Justice confirmed.
On its Facebook, the ministry clarified that the UN team’s visit was to define and asses the needs and humanitarian and social conditions of the inmates.
“The delegation also met with the head of the judicial police and prison director, where they discussed improving conditions of prisons in Libya and bringing them closer to international human rights standards,” the ministry said.
Libya: Al-Sirraj accuses some Presidential Council members of starting conflicts instead of ending them
The Head of the Presidential Council (PC), Fayez Al-Sirraj, has accused some of the PC members of starting conflicts inside the PC instead of ending them outside of it.
Speaking in an interview with TRT Arabi TV Channel, Al-Sirraj said some Libyan parties are keen on having the current status quo persist in the country.
“I call on the members to be rational and wise as they tackle national issues.” Al-Sirraj added, saying there had been many incidents of inflexibility among the Libyan parties for political and ideological reasons.
He also indicated that his intention as the Head of the PC from the start was to unite all Libyans around a national project that discards foreign intervention and preserves Libyan sovereignty.
“I don’t think that the current political conflicts can turn violent.” Al-Sirraj added, explaining that there can be no elections in Libya until the constitutional basis is adopted.
These remarks came after three PC members: Ahmed Maiteeg, Fathi Al-Mijibri, and Abdelsalam Kajman, had issued a statement accusing Al-Sirraj of having an individual and personal approach to decision making in vital issues in the country.
The three members sent a letter on Saturday to Al-Sirraj and called on him to look for the best interest of the country over his own personal interests.
Govt, Central Bank “Fail to Agree 2019 Budget”
The Government of National Accord (GNA) and the Central Bank of Libya (CBL) have reportedly failed to agree a national budget for 2019.
A report from Reuters cites sources familiar with the talks as saying that due to a row over spending priorities, the wrangling could go on until March.
The disagreement is said to relate to the use of revenues from a new fee on hard currency transactions, among other issues.
NOC, French Ambassador discuss Oil Security
National Oil Corporation (NOC) chairman, Mustafa Sanalla, received Her Excellency Béatrice le Fraper du Hellen, French Ambassador to Libya, and an accompanying delegation, on January 17, 2019, at NOC’s Tripoli headquarters to discuss the importance of oil sector stability and non-interference in NOC operations.
Parties discussed areas of joint cooperation and the enhancement of commercial opportunities between France and the Libyan oil and gas sector. The two sides also discussed the current security situation across the country and its effects on the oil sector.
Mr Sanalla expressed NOC’s concern related to developments in the South of the country and at the Sharara oil field specifically, citing NOC’s inability to resume normal operations since December 10, 2018.
“The restoration of security at NOC facilities is paramount to avoid further sabotage and theft of equipment. NOC assets and the property of the Libyan people must be protected – thereby allowing oil production to resume. Oil facilities must remain out of the purview of military operations and not used for political or economic leverage. Armed forces in an area where there are oil facilities earn legitimacy through ensuring NOC staff can carry out their work unobstructed and free from harm,” said Sanalla.
The NOC chairman underlined his primary responsibility, the safety and well-being of all NOC staff, denouncing all interference in NOC’s operating environment and the importance of preserving vital national infrastructure in the interest of all Libyan citizens.
The Ambassador stressed France’s support of the role of NOC and its operating companies, and praised the corporation’s recent achievements, despite ongoing security circumstances and national challenges.
UN envoy to Libya says presidential elections to be held this year
The UN envoy to Libya, Ghassan Salame, confirmed that the presidential elections will be held by the end of this year.
He pointed out that the UN-led settlement in Libya rests on improving living conditions for Libyan citizens and re-establishing the daily life.
“The UN plan of action is based on parliamentary elections and then the referendum on the constitution to end with presidential elections before the end of this year,” Salame told Al-Hurra channel Wednesday, stressing that the mission is reaching out to all political and armed parties in order to reach a consensus that would make the Libyan national dialogue a success.
Tripoli-based Special Deterrent Force apprehends Gaddafi-loyal armed group
The Tripoli-based Special Deterrent Force (SDF) has arrested an individual named Al-Mabrouk Ehnish, whom it said is the commander of an armed group that entered Wershiffana district days ago.
The SDF added Monday on its Facebook page that Ehnish was caught with a Sudanese national named Emam Al-Faqi, and both were attempting to grip control of Tripoli’s entrances.
“The armed group plotted to control Tripoli’s entrances in accordance with some inner armed groups in the capital, but security and military forces in the capital took the war to their field and thwarted their scheme.” The SDF explained.
Before entering Wershiffana, the armed group led by the now-behind-bars Ehnish clashed with security forces in Gharyan before it had positioned itself in Al-Aziziya in one of the camps, the SDF added.
“The armed group includes 120 mercenaries from Sudanese Justice and Equality Rebel Movement.” The SDF further explained.
It also indicated that the apprehension came after several security operations that could have yielded the surrender of the “gang’s” arms, however they refused to do so and to surrender themselves as well until more details about the arrest of Ehnish and the Sudanese national come out.
“This incident had provided a blatant violation of Libya’s sovereignty as Sudanese mercenaries were on Libyan soil under the command of Ehnish, who was hoping to create some sort of mayhem.” The SDF added.
Ehnish is one of the leaders for the so-called “Popular Front for Liberation of Libya” that is headed by Gaddafi’s henchmen who live abroad, according to the SDF.
The SDF slammed the attempt of the arrested armed group’s leaders as an endeavor to destabilize Libya and change the ruling system, adding that investigations are still underway and the criminals will be handed over to the Attorney General’s Office afterward.
Libyan Monarchy advocates to organize exceptional conference in Gharyan
Libyan Monarchy activists are preparing to hold an exceptional conference in Gharyan city on October 31 in order to help create a bloc involving all those calling for the return of the Libyan Monarchy and hence contact the United Nations demanding the activation of Libya’s independence constitution and the monarchy regime.
Sami Abu Al-Asaad – one of the organizers and Monarchy-era Mufti’s son – said Gharyan conference will be modeled on the 1920 conference, adding that about 500 to 600 people will attend along with the Monarchy advocates and social figures as well as other stakeholders, besides the efforts to contact the UNSMIL.
Abu Al-Asaad added that they aim to form a bloc involving all those calling for the return of the Libyan Monarchy and contact the United Nations demanding the activation of Libya’s independence constitution and the monarchy regime, explaining that there will be a final statement that will urge all Libyans to rally around this peaceful solution to end the crisis, plus inviting the international community and the UN to adopt this choice.
He also indicated that Mohammed Hassan El Senussi has no direct links to the conference, adding that his office secretary Alaa El Senussi might come to attend the Gharayan conference, stressing that the advocates, who come from different cities, are the ones holding the event.
Gharyan 1920 conference, which was held in November, was a meeting for Libyan national resistance leaders in west of the country. The conference resulted then in forming national government with the participants creating “Central Reform Authority” that contacted El Senussi leadership in eastern Libya and thus leading to pledging allegiance to Prince Mohammed Idris El Senussi at Cyrenaica headquarters in Ajdabiya in November 1922.

Cette embellie est le fait de l’amélioration de la situation sécuritaire dans le croissant pétrolier, même si les affrontements ont longtemps miné la production. A ce propos, l’Agence de presse libyenne (Lana) a fait savoir que la production moyenne de brut en 2018 s’est élevée à 1,107 million de barils par jour.
Il y a quelques mois, Mustapha Sanalla, le patron de la société publique du pétrole, a promis que la situation sécuritaire s’améliorera de façon progressive afin que la production atteigne les 2 millions de barils par jour, d’ici au début des années 2020.
Les chiffres pour le domaine du gaz n’ont pas encore été publiés.
