Local sources from Jufra reported the escape of 32 prisoners from the Correctional and Rehabilitation Institution in Jufra town.
The sources told local media on Monday that among the fugitives a person accused of a murder case and two others who were given prison sentences, pointing out that 16 of the fugitives were arrested.
The sources added that the prison administration informed the public prosecution in the city of Misurata of the incident to take the necessary legal action.
Jufra Correctional and Rehabilitation Institution is one of the largest prisons in the southern region and is currently housing more than 100 prisoners.
Tripoli University Hospital received five bodies killed in Tripoli clashes
The Hospital of Tripoli University received last Sunday five bodies who are likely to have been killed in the recent clashes in Tripoli.
According to sources, one of the bodies belonged to Sergeant Massoud Dakhil, commander of the 9th Division of the Central Security Abu Salim, and was bearing signs of torture, while the rest of the bodies have not yet been identified.
The capital Tripoli witnessed armed clashes last September between the forces of the Seventh Brigade and battalions from the city, resulting in the killing and wounding of dozens.
At least one killed and others wounded in clashes with Chadian groups in the south
The Mayor of Al-Sharqiyah Imhimmed Arab, confirmed the killing of one person and the wounding of others as a result of clashes between Khalid Ibn Al-Walid Battalion and what he called the remnants of Chadian gangs in Umm al Aranib area in Murzuq.
Arab pointed out that clashes are still ongoing at the HQ of the Chinese company in the region, adding that the wounded were transferred to the hospital for treatment, describing their injuries as minor.
Armed formations in the southern region announced a military operation to hunt the remnants of the Chadian opposition groups, who are positioned in the region.
Can Libya’s tribes help solve crisis?

In September, Libya’s capital Tripoli was the scene of violent clashes between rival militias that killed 96 people and injured 306 others. The clashes pitted forces from the 7th Brigade against a coalition of armed brigades in Tripoli, which include the Tripoli Revolutionaries Brigade and the Deterrent and Intervention Joint Force of Abu Salim.
The 7th Brigade, which is mainly made up of Tarhuna tribal men, announced its affiliation with the Government of National Accord (GNA), even though the head of the GNA’s Presidential Council denied this affiliation. The brigade’s main goal is to put an end to the spread of armed militias in Tripoli.
During the clashes, Libya’s tribes announced their support for the 7th Brigade. During the General Gathering of Libyan Cities and Tribes held in the city of Tarhuna Sept. 15 , the tribes expressed their intention to eliminate armed militias and expel them from Libya, specifically from Tripoli.
Italian Foreign Minister calls for active role of Russia and US in Palermo Conference
Italian Foreign Minister, Enzo Moavero Milanesi, said that his country depends on the active participation of Russia and the United States in the Palermo Conference to be held next November on the Libyan crisis.
“We have great confidence in the Palermo Conference for Libya; so we called for the active engagement of Russia and the United States,” Milanesi clarified in his speech at the Transatlantic Forum on Russia.
The Palermo conference will be held on 12-13 November, and will discuss the political developments in the Libyan arena.
Sarraj approves security plan to secure Greater Tripoli
The Head of the Presidential Council (PC), Fayez Al-Sarraj, adopted Tuesday the security plan of Greater Tripoli prepared by the Security Arrangements Committee, established pursuant to decision No. 1303 of the PC.
A statement issued by the Information Office of the PC on its Facebook page explained that the security arrangements aimed to ensure the security of citizens and private and public property, in addition, to establish public order based on security forces and regular police working according to professional standards.
The plan also defines coordination mechanisms with the United Nations Support Mission in Libya (UNSMIL), taking all necessary security, military and civilian measures.
The PC began the implementation of the security arrangements contained in the political agreement in Skhirat, within the framework of the unification of the state security institutions to move the country to a stage of permanent stability in the wake of the security tension that took place in the capital Tripoli.
For its part, the UNSMIL welcomed the step, noting in a tweet “The plan prepared by the security arrangements committee as per decree 1303 and aims at establishing regular professional forces,” adding that the mission is looking forward for the initiating of the implementation process.
The UN envoy to Libya, Ghassan Salame, confirmed in a statement to the London-based newspaper Asharq Al-Awsat on October 14 that it was he who set up the new plan of security arrangements in Tripoli and presented it to Al-Sarraj, in which the latter agreed to, and adopted without a change.
Salame explained that the new plan provides for replacing the former security arrangements committee in the capital with a stronger one, which represents various security services, stressing that a representative of the UNSMIL is attending the Committee’s meetings on a daily basis.
Half a Million Children in Immediate Danger in Tripoli

We are shocked and saddened by reports that an entire family killed including two children today in Tripoli when a missile hit their home. This brings the total number of children killed to eight, since violence escalated in Tripoli on 27 August. Many more children are facing multiple grave child rights violations.
More children are reportedly being recruited to fight, putting them in immediate danger. At least one child was killed as a result. Over 1,200 families have been displaced in the past 48 hours alone as clashes intensified in southern Tripoli, bringing the total number of displaced to over 25,0001. UNICEF estimates half are children.
A shortage of food water and electricity is among the daily challenges facing children and families. The country is facing an outbreak of measles, with over 500 cases reported – most of which are among children. A growing lack of fully functioning health services will only result in more cases of measles.
More schools are being used to shelter displaced families, which is likely to delay the start of the school year planned for 3 October.
For children on the move transiting through Libya, this violence is increasing their already deep suffering. Hundreds of detained refugees and migrants, including children, were forced to move because of violence. Others are stranded in centres in dire conditions. UNICEF has been working to provide emergency relief to those children and continues to advocate for their release.
UNICEF calls on all parties to the conflict in Libya to protect children at all times.
The way out of the recent fighting and the crisis in Libya is not through violence but through diplomacy and a political agreement, with the interest of children at the very centre.
Libyan crude oil production hit 1 million barrels per day in September
OPEC announced that Libya’s crude oil production exceeded 1 million barrels per day during last September.
The monthly report of OPEC clarified that Libya’s production rose to more than one million barrels per day last month, compared to 950,000 barrels per day in August.
The Chairman of the National Oil Corporation (NOC) Mustafa Sanallah, expected last Wednesday a global rise in oil prices by the end of the year, and an increase in Libya’s oil revenues at a rate of 23.4 billion dollars if the production persists at the same level.
France allocates 650,000 Euros for UN electoral project in Libya
The French embassy in Libya announced Friday the allocation of six hundred and fifty thousand euros to contribute to the UN electoral project in Libya, which is entitled “To Promote Elections For The Libyan People”.
“The total support provided so far amounted to eight hundred and fifty thousand euros،” the embassy clarified in a statement on Facebook.
This came following the signing ceremony of the French Ambassador Béatrice du Hellen, an agreement with the Director of the UN Development Program Office in Libya, Sultan Hajiyev.
The Sun: Russia sends troops and missiles to east Libya and sets up two military bases
Intelligence chiefs have warned British Prime Minister Theresa May that Russia is moving troops and missiles into Libya in a bid to enforce a new stranglehold on the West, The Sun reported Monday, adding that Vladimir Putin wants to make Libya “his new Syria”.
The British newspaper added in an exclusive report that Moscow aims through this move to seize control of the biggest illegal immigration route to Europe, with one government source warning that this move could turn on a fresh tidal wave of migrants crossing the Mediterranean “like a tap”.
“Dozens of officers from the GRU military spy service as well as its Spetznaz special forces wing are already on the ground in eastern Libya, initially carrying out training and liaison roles.” The Sun revealed.
Two Russian military bases are already functioning in Benghazi and Tobruk, using the cover of the controversial Russian private military company the Wagner Group which already has outposts there.
“Russia’s devastating Kalibr anti-ship missiles and state of the art S300 air defence missile systems are also now believed to be on the ground in Libya.” The report added.
According to The Sun report, senior MPs have called on Downing Street to take urgent action to counter the new Russian threat because is intimately linked to UK national security.
Meanwhile, Warlord Khalifa Haftar has reportedly given the go-ahead for the Russians to deploy in Libya in a bid to minimize the EU influence, especially the Italian one.
Haftar is also seeking the Russian, in addition to Egyptian and the UAE, help to extend his power from the east to the entire country, especially Tripoli.
